Paper is also harder to replicate, more reliable (it can't be lost), and I'd say more meaningful than a couple KB's of information of a disk somewhere. I'd say have a paper version, the "original," and digitized copies available to everyone.

First: If the Federation takes directly the control of a nation, they act in two ways. - A)Destroy the former government and install the federative representative democracy system. (Obviously this don't)
- B)The former leader becomes a de jure leader and takes the title of "Dignatary", between the Federation.
So in Hammidal's eyes, Razorscare is a Dignatary. Second: Dignatary is a respected title between the Federation, because it means that the man or woman in question is able to maintain certain rights they possessed before that the Federation takes the control. Going to the point, Hammidal simply translated the treaty to the Federation's lingo. EDIT: AB, may be Ole could ask about the meaning of "Dignatary" so nobody will need to search in the Federation's page the meanings of political titles.

Buildier, the treaty says the Mardor king will retain his title as "High King of the Mardor Empire." You can't change that, and you can't change his title (according to the treaty you just signed).
