This will always hold true, as long as we stand as the Vixaian Nation.

The drill was making its way through the wall, and eventually, the assasin had his sniper rifle in position. He aimed for the president's head, even though that wasn't necessary; the enormous calibre of this Szoran weapon would allow it to easily penetrate light armor and even low-power forcefields. However, he needed to be sure the target would not survive.
Then, suddenly, a Vixian voice behind him shouted: "Freeze!"
The assasin had not mastered the Vixian language, though he could understand most simple phrases. He knew who was behind him, and he knew the success of his mission was now at stake. He made one step back, then quickly jumped to the right while he drew his handgun. The Vixian police officer fired his weapon several times before he was thrown back by the impact of the assasin's Szoran handgun. He was lying on the ground, bleeding, and before he could realize what happened, he was finished with a shot in his head.
Though he did not manage to hit the alien once, the police officer may have fulfilled his duty in another way. The assasin was afraid somebody could have heard the gunfight. He manned his sniper rifle again. Apparently, the president was still giving his speech. Maybe nobody noticed what happened yet. But maybe he was also just trying to maintain order among the huge crowd before him.
But that didn't matter now. He aimed for the target's head, and pressed the trigger.

The silence was louder than the shot. Inaction, for the sake of peace, was being sought. Now, war was upon them. Gore struck them first. The Vixaian police never could complete the head. Then again, the projectile dealt quite a massive blow. One moment, High President Tiill was ushering in a movement for inaction. The next moment, his eye would not be able to see the crowd before him. The crowd could not his eyes, either, nor the rest of his head. Dark red blood sprayed in every direction, making it as far out as to the audience in the forefront.
Vixaian guards quickly appeared on stage, even though the one they were meant to protect no longer breathed. Twitches was all that was left of his movement, although they were slight. Guns at the ready, one of them dragged the High President behind the wall of well-armed Vixaians.
Once the corpse was behind cover, the audience was filtered out through military checkpoints. Each building was searched by both trained animal units and Vixaian units. An occasional Nepata brute was seen in each unit for their natural brutality and skill for warfare. Experts eventually calculated where the shot came from. Sending a unit of two Vixaians, two Nepatas, and an animal unit, they headed straight for the building that harbored the heinous act.

"target neutralized...", the assasin silently said to himself. Now, he had to act quickly. President Till's defense units would soon find the sniper's location. Once again, he activated the autopilot of his ship, and ordered it to move to this building.
As he walked up the staircase, he heard some noise coming from below. Steps, the sniffing noise of some kind of animal, as well as the voices of Vixaians and other, unknown creatures. Adrenaline rushed through his body as he realized he was found already. He ran upstairs, hoping that his ship would arrive in time.

A Vixaian patrolman spotted the civilian vessel heading towards the building that held the assassin. "Kilter Base Three, civ vessel spotted heading to Hot Target."
His radio responded. "That is an identified craft: vessel of Cesser, known civ vessel. Occupants seen entering that building. Possibly escaping the assassin."
The patrolman nodded. He hoped the innocent managed to escape unharmed.

The assasin was trapped on the upper floor. Vixaian units were searching the building below him, and all he could do was waiting for his ship to arrive. He expected it to be pursued by local law enforcement vessels and prepared for the worst.
However, while peeking out of a nearby window, he saw his ship closing in - alone. The autopilot placed it right below the window and opened the cockpit screen. He jumped in and regained manual control over the vessel. Now, he had to get off this planet and reach the extraction coordinates, or, if that fails, make sure nobody will ever find him or his ship.

The unit broke into the domain of horror. Checking each and every room, one by one, nerves on edge, the unit searched. They kept their fingers on trigger guards, to minimize the chance for a misfire onto a civilian.
Eventually, the unit achieved ascendance onto the roof. After a quick sweep, they have discovered the entire building empty. They radioed it in, and reports of a civ vessel taking flight from the building was told to them. An order issued them to return to base, and scout vessels were sent. These vessels were capable of tracking emissions of Vixaian vessels up to twenty-four hours old. The hunting party pursued the trail.

Above the capital city, the assasin saw a group of civillian vessels ascending into high orbit; a perfect chance to leave Thoro without looking too suspicious. He maneuvered hias ship between the other vessels and followed them. Much to his apprectiation, their course would lead him to a large space station that acted as an important node for orbital traffic above this world.
Soon, the station was in visual range. A tremendous orbital complex, with hundreds of ships moving around it.

The hunting party followed the trail, until it became confused with multitudes of others. It was impossible to track it down. The party was called off, and they returned planet-side. Returning only to mourn, the rest of the soldiers of Thoro were under heavy alert.
Meanwhile, the High Minister was being groomed for a promotion. HM Vissther Nemebett, under the heavy guard of hundreds of soldiers in an unnamed domain, had a reputation of being merciless and unrelentingly aggressive. It was no surprise that he had found success in everything he pursued. A new war was now inevitable.

After a few rounds around the station, the assasin maneuvered his ship to the system's first planet. A small, molten rock that was under a constant bombardment of solar radiation. In a low orbit, a Maracaian corvette was waiting for him. The radiation has prevented it's detection to this point, just as it was supposed to cover their jump to warp.
As he approached the corvette, it hailed him. "This is Captain Tovali, son of Terbok. I suppose the target is neutralized."
"I would not be here if this wasn't the case, captain. Preparing to dock now."
Now, there was only one evidence left to remove. As soon as he stepped into the corvette, he gave one final order to his ship's autopilot. It detached from the docking bay, and began to lower it's orbit around the sun. Soon, the shields failed, and the reactor quickly overheated and exploded. The remaining debries were devoured by the sun and perished forever.
Then, the Maracaian corvette jumped into warp, following a complex course that would lead them around the Vixaian sensor installations guarding the borders.

The planet of Thoro was under heavy lockdown. In but a few hours, Vissther Nemebett would deliver his speech, accepting the position of the high presidency. He had plans to take vengeance on those responsible. They will be obliterated. Annihilation would be given a new meaning. He already had plans of what to do with the occupation of the enemy nation.
Hopefully, for the sake of the Vixaian Nation, the arrogance would not be their bane.
Meanwhile, an investigation was ensuing of where the shot was fired. Evidence seems to suggest that the attack was Szoran in nature. The brutes may have falsely guessed that the Vixai were in a collusion with the Maracai Triumvirate. So, they went to cut off the head.
In any case, war has already been declared.
